About General Secretariat of the Council of Ministers

Generally, the General Secretariat of the Council of Minister is an important link between the Council of Ministers and various ministries,  bodies, public institutions , establishments and other governmental agencies and that is on the basis of nature of tasks undertaken by the Secretariat and make it at the cross roads of all government agencies considering that the main job of General Secretariat lies in securing the basic government function. In this framework, the Secretariat of the Council of Ministers undertakes the task of coordinating the process of  proving and preparing legislative and organizational drafts that proposed by different governmental authorities and presented to the Council of Ministers and then keep up with the track of these legislative and organizational tools since the stage of preparation until the issue and publication in the official gazette . The legal role of the General Secretariat lies in studying the drafts of legislative tools and international conventions and the same and other subjects received from different government authorities and express the legal opinion and the verification of its compatibility with the provisions of constitution and not contradictory with the legislative texts that to be presented to the Council of Ministers .
 
Specifically, the General Secretariat concerns with the followings :
1 – To study drafts of legislative tools proposed by different entities and to endorse suitable amendments thereto in coordination with mentioned entities and refers it to legislative committee .
 
2- To study drafts of legislative tools and the drafts of international conventions and the same which are coming from the legislative committee or other concerned authorities and express the opinion on it and prepare to be presented to the Council of Ministers .

3- To study the issues that are coming from concerned authorities and express the opinion on them and prepare  to be presented to the Council and in order to do so it has to acquire data, information and needful documents to seek elements from related entities with the subject and review with those entities and consult with and to converge of different views to reach a suitable form to be presented to the Council.    

4. To receive recommendations from the Advisory Council and present them to the Council or to refer them to the legislative committee to study and express opinion on them in preparation to be presented to the Council.
 
5. To refer the comments of the Council and amendments on the drafts of legislative tools to the legislative committee to study  those comments and endorse the needful amendments and the General Secretariat can endorse those amendments when necessary to do so.

6. To refer the comments and amendments of the Council on the drafts of international conventions and the same to the Ministry of Justice to take the necessary actions in coordination with the concerned authorities.

7. To prepare the drafts agenda of the meetings of the Council, take minutes, formulating drafts decisions taken by, concerning to the subjects presented to in each meeting.

8. To report decisions of the Council and follow-up its implementation.

9. To prepare draft agenda of the Ministerial Committees and prepare reports about the results of their work.

10. To review and develop the system of work and provide technical assistance in the field of updating, simplifying the procedures and the rules of its applications.

11. To supervise the implementation of the provisions of the Human Resources Management Law.

12. To formulate the general policies of the human resources and follow-up its implementation after the approval.

13. To prepare the studies and evaluate the strategies of organizing  and developing of government in coordination with concerned authorities and follow-up its implementation.

14. To study the proposed organizational structure of the government entities and express opinion on them to prepare for approval.

15. To support the process of planning in the government entities by disseminating the guidelines of styles, samples of formulating plans and follow-up its implementation.

16. To participate in the study of unified or model or pilot legislative drafts of the Gulf, Arabic and International and attend the related meetings in coordination with the concerned authorities.

17. To represent the State in conferences, bodies and Arabic , Regional  and International organizations in the field of competence of General Secretariat.

18. undertakes the financial and administrative affairs related to the Council.
