His Tasks

 His Competencies as Minister of State for the Council Of Ministers Affairs:

 

According to the Constitution and the Law No ( 21) of the year 2004 concerning the Ministers, as amended by the Law No(12) of the year 2010 and the Emiri Decree  No (28) of the year 2009, the Minister undertakes organizing the Council of Ministers within the following competencies:

    1. Implementing the general policy of the Government within his competencies.(1)
    2.  Overseeing the general policy of the General- Secretariat of the Council of Ministers after the approval of the Council of Ministers and to decide on important issues related to this policy and in accordance with.(2)

    3. Overseeing the General- Secretariat and regulating its work(3) and presenting the issues related to its activities, databases and reports concerning the Council of Ministers.(4)
    4.  Overseeing the preparation of draft agenda for board meetings, minutes and the draft's decisions taken by the cabinet and presenting them for approval by the Chairman for ratification.(5)
    5. Expressing the opinions to the Chairman of the Council regarding legislative instruments presented to the Council and other matters referred to.(6)
    6. Referring the drafts laws finalized by the legislative committee to the Cabinet members to express their opinions.(7)
    7. Overseeing the research preparations and studies assigned to the General Secretariat  by the Cabinet or its Chairman in coordination  with the competent authorities.(8)
    8. To observe the application of the provisions of the law, regulations and decisions related to the system , authority and works of the Cabinet, ministerial committees emerging from the Council and any of its institutions and departments follow it under the upper supervision of chairman of the board.(9)
    9.  Implementing of the legislations related to the activity of the General Secretariat and issue the necessary decisions to implement these legislations in accordance with their provisions in all technical aspects , administrative and  financial within the limits of the budget  of  General Secretariat. (10)
    10.  Issuing decisions on determining fees of services provided by the Management Development Institute, that falls under the Minister, or modify or cancel it after being approved by the Council of Ministers.  (11)

    11.   Issuing the decisions related to the affairs of employees of the Secretariat- General according to the mentioned Human Resources Management Law. (12)
    12.  Overseeing the preparation of the annual budget of the Secretariat- General. (13)
    13.  Proposing the legislations concerning the activities of Secretariat- General.(14)
    14.   Representing the State in conferences, bodies, international and regional organizations in the fields that fall within the competencies of General Secretariat. (15)
    15. Submitting a report on any issue that falls in his competencies if it is asked by the Emir . (16)
    16.  Any other tasks assigned by the Cabinet or the Chairman.(17)
