Minister of State for the Council Of Ministers Affairs

The Minister of State for the Council Of Ministers Affairs:

    According to the Constitution and the Law No ( 21) of the year 2004 concerning the Ministers, as amended by the Law no ( 12) of the year 2010 and the Emiri Decree No (28) of the year 2009, the Minister undertakes organizing the Council of Ministers within the following competencies:
  1. Implementing the general policy of the Government within his competencies.(1)
  2. Overseeing the general policy of the General- Secretariat of the Council of Ministers after the approval of the Council of Ministers and to decide on important issues related to this policy and in accordance with.(2)
  3. Overseeing the General- Secretariat and regulating its work(3) and presenting the issues related to its activities, databases and reports concerning the Council of Ministers.(4)
  4. Overseeing the preparation of draft agenda for board meetings, minutes and the draft's decisions taken by the cabinet and presenting them for approval by the Chairman for ratification.(5)
  5. Expressing the opinions to the Chairman of the Council regarding legislative instruments presented to the Council and other matters referred to.(6)
  6. Referring the drafts laws finalized by the legislative committee to the Cabinet members to express their opinions.(7)
  7. Overseeing the research preparations and studies assigned to the General Secretariat by the Cabinet or its Chairman in coordination with the competent authorities.(8)
  8. To observe the application of the provisions of the law , regulations and decisions related to the system , authority and works of the Cabinet, ministerial committees emerging from the Council and any of its institutions and departments follow it under the upper supervision of chairman of the board.(9)
  9. Implementing of the legislations related to the activity of the General Secretariat and issue the necessary decisions to implement these legislations in accordance with their provisions in all technical aspects , administrative and financial within the limits of budget of General Secretariat. (10)
  10. Issuing decisions on determining fees of services provided by the Management Development Institute, that falls under the Minister, or modify or cancel it after being approved by the Council of Ministers. (11)
  11. Issuing the decisions related to the affairs of employees of the Secretariat- General according to the mentioned Human Resources Management Law. (12)
  12. Overseeing the preparation of the annual budget of the Secretariat- General. (13)
  13. Proposing the legislations concerning the activities of Secretariat- General.(14)
  14. Representing the State in conferences, bodies, international and regional organizations in the fields that fall within the competencies of General Secretariat. (15)
  15. Submitting a report on any issue that falls in his competencies if it is asked by the Emir . (16)
  16. Any other tasks assigned by the Cabinet or the Chairman.(17)

Public Relations & Communication Department
Supports the work of General – Secretariat in the field of its competencies as follows:
  • Issuing bulletins and media program to define the role of the General Secretariat, its activities and its competencies in coordination with the concerned administrative units .
  • Follow up what published in newspapers and media of issues that related to the General Secretariat and its competencies and present them to the officials and preparing responses .
  • Receiving requests and complaints from reviewers and refer them to concerned bodies and responding to their enquiries .
  • Doing travel arrangements , hospitality, accommodation for guests of General Secretariat and visiting delegates and departure with coordination with concerned administrative units .
  • Arranging cultural , social and sports activities for the General Secretariat Staff and supervising the events the General Secretariat holds or involves.
  • Organizing conferences, seminars, exhibitions holding by the General Secretariat and preparing budget in coordination with the concerned administrative units .
  • Preparing the working papers concerned with conferences, seminars and local, regional and international meetings in respect to the General Secretariat activities in coordination with the concerned administrative units and competent authorities .
  • Preparing reports and responses required by organizations , associations and regional and international entities with coordination with the concerned administrative units and follow up its recommendation in coordination with concerned bodies in the State .
  • Preparing the needful reports dealing with efficiency of effectiveness of international cooperation with the regional and international organization and entities concerned the General Secretariat activities .
The General Secretary
    The General Secretariat is headed by Secretary – General of the rank of Under Secretary. He assumes direct supervision of its activities and disseminates work to all units. He is assisted by one or more Assistant Under Secretary of the rank of Assistant Under Secretary. The Assistants or authorized person takes over the position of General - Secretary in his absence. The General - Secretariat includes sufficient number of experts and staffs.
His Excellency Office

Minister of State for the Council Of Ministers Affairs's Office:

  • Organizing files, correspondences and Minister’s documents.
  • Receiving the incoming correspondences and prepare them to display.
  • Disseminating the correspondences referred to the competent authorities according to the instruction of the Minister.
  • Preparing memos and correspondences assigned by the Minister.
  • Approaching different bodies to provide the required paperwork and statements.
  • Notifying the concerned authorities with the Minister’s endorsements and instructions and brief him on what has been done .
  • Follow - up the implementation of the concerned authorities for decisions, correspondences
  • and others that issued by the office and prepare the necessary reports of the results of the follow- up .
  • Attending the meetings and discussions which the Minister allows him to attend and take the minutes endorsed .
  • Any Other tasks assigned by the Minister
Audit and Quality Departement
Audit and Quality Departement undertakes the following roles:
  • Preparing the draft of the annual planning for auditing the administrative units of the General Secretariat and submit it to the Minister for approving and preparing the results depending on the auditing findings .
  • Overseeing the scope of the commitment in executing the laws , regulations and decisions related to the activities of the General Secretariat.
  • Verifying the harmony of the systems and methods of work with the competencies and goals of the General Secretariat and submit the needful suggestions in this regard .
  • Studying the work problems and stumbling blocks in the General Secretariat and look for the reasons and suggest suitable solutions.
  • Suggest plans for promoting systems and procedures of work in the Administrative Units in the General Secretariat.
  • Preparing program to evaluate institutional performance to assure the business quality of performance in the Administrative Units in the General Secretariat .
  • Observing the financial documents e.g. received bills , payable bills and registration bills and others after expenditure .
  • Reviewing the financial orders and suggesting the needful amendments and overseeing its executions .
  • Overseeing the procedures of the employees ’recruitments, their vacations , promotions and other things related to the employees’ affairs and make sure of the commitment of the laws, regulations and decisions relating thereof .
  • Ensure safety of money , safeguards , furniture, tools, buildings and other assets which are under the possession or subject to the supervision of the General Secretariat.
  • Participating in the inventory of stores and other safety guards .
General Secretary Office
The Office of General – Secretariat is headed by a Director, who undertakes the following roles:
  • organizing files, correspondences and papers for the office of the Secretary – General.
  • Receiving incoming correspondences to General – Secretary and prepare them to view, and distribute them to appropriate authorities according to his instructions .
  • Preparing notes and correspondences that assigned by .
  • Informing the concerned authorities of the endorsement of Secretary General, following – up its implementation and display what has been done on them .
  • Receiving incoming complaints to the office of General – Secretary and presenting them and implement and follow – up of what issued by him .
  • Any other tasks assigned to it .
Legislation Department
Supports the work of General – Secretariat in the field of its competencies as follows:
  • Preparing and formulating the drafts of legislative tools assigned by the Council to the Secretariat – General or received from competent authority.
  • Presenting the drafts of legislative tools that has been prepared to the Secretary General to transfer to the permanent committee of legislative affairs to take necessary action .
  • Reviewing existing laws and proposing updating or amending them in coordination with competent authority.
  • Participating in the studies of unified or typical or guided Gulf , Arabian and International legislation and attending to related meetings in coordination with competent authority.
Sitting and Follow up Affairs Department
    Supports the work of General – Secretariat in the field of its competencies determined by the Emiri Decree for the organizational structure for the Council of Ministers No (29) for the year 2009 as follows :
  • Preparing a draft agenda for each meeting of the Council and presenting them to General-Secretary.
  • Preparing a file for each Council's meeting that include all subjects in its agenda and documents and records related to each of it and disseminate them to the Ministries long enough before the meeting.
  • Preparing a summary of the subjects submitted to the Council that include a declaration of it and identifies issues which need decisions to be taken.
  • Preparing a minute for each meeting that include a summary of discussions taken place and what decisions it reached to.
  • Preparing the necessary memorandum to inform the Council's decisions and follow up its execution.
  • Preparing a draft agenda for each meeting of all ministerial committees in the Council and presenting them to Chairman .
  • Preparing a file for each committees' meetings that include all subjects in its agenda, documents and records related to each of it and disseminate them to the members long enough before the meeting.
  • Preparing statements about outcomes of each meeting that includes the reached decisions and recommendations.
Information Technology Department
Supports the work of General – Secretariat in the field of its competencies as follows:
  • To prepare plans and policies of the usages of computers for the activities of the General-Secretariat and follow up its execution.
  • To handle program, storage, retrieve and develop information systems and data required for the General-Secretariat activities.
  • To provide and maintain necessary equipments, programs and electronic networks for the network systems in the General-Secretariat in coordination with the concerned departments.
  • To design, operate and manage data and information bases in all different types.
  • To provide technical support required to the electronic networks' users in the General-Secretariat and train them for the usage of the programs, computers and its annexes.
  • To establish, follow up and update the General-Secretariat website on the world wide web.
Human Resources Department
    Supports the work of General – Secretariat in the field of its competencies determined by the Emiri Decree for the organizational structure for the Council of Ministers No 29 for the year 2009 as follows :
  • To execute laws, bylaws and regulations related to employees' affairs.
  • To identify the positions and employees of General-Secretariat in coordination with different administrative units.
  • To prepare projects for job descriptions, classifications and categorizations and follow up its execution and development.
  • To prepare chapter (1) of the budget project in coordination with the Financial and Administrative Affairs Department.
  • To execute procedures of employees performance evaluation.
  • To execute transfer, delegation and secondment procedures.
  • To study of the employees entitlement of vacations according to the law.
  • To prepare studies related to the working framework of the General-Secretariat and provide necessary suggestions to develop the administrative organization in it.
  • To identify the training needs of the General-Secretariat employees in coordination with the different administration units and execute it and evaluate the extent of benefit gained.
  • To establish and develop data bases of employees' affairs of the General-Secretariat.
Sitting Affairs Department
Supports the work of General – Secretariat in the field of its competencies as follows:
  • Studying of the subjects required to be presented to the Council of Ministers and prepare it to be presented to the Council of Ministers .
  • Preparing a draft agenda for each meeting of the Council and presenting them to General-Secretary.
  • Preparing a file for each Council's meeting that include all subjects in its agenda and documents and records related to each of it and disseminate them to the Ministries long enough before the meeting.
  • Preparing a summary of the subjects that submitted to the Council which includes a declaration of it and identifies issues which need decisions to be taken.
  • Preparing the weekly statement of the Cabinet’s session after the end of session .
  • Preparing a minute for each meeting including a summary of discussions that taken place and what decisions reached to.
  • Preparing the necessary memorandum to disseminate the Council's decisions.
  • Preparing declaration on subjects which Council decided to defer looking at and follow up its review on the appropriate date.
Fatwa & Legal Studies Department
Translation in progress Supports the work of General – Secretariat in the field of its competencies determined by the Emiri Decree for the organizational structure for the General Secretariat Of The Council of Ministers No 32 for the year 2014 as follows :
  • To express legal opinion on the issues in which government bodies require opinion on it .
  • To express the opinion in the commitment regarding the exploitation of the natural resources in the State or an interest of general public , privilege or monopoly.
  • Stating the opinion in legal issues , disputes among the government bodies and presenting the minister’s matter to the Council of Ministers based on the request of the body that did not adopt the opinion .
  • To research, study and follow up legislation issues related to the activities of General-Secretariat in coordination with the concerned departments and express opinion on issues referred to.
  • To prepare contracts, agreements and memorandum of understanding related to specialties of the General-Secretariat in coordination with concerned departments.
  • To investigate the incidents and violations attributed to the General-secretariat's employees, prepare necessary memos of the investigations' outcomes enclosed with the legislation views and recommendations and follow up the execution of the decisions taken .
  • To follow up disputes and issues in which the Council of Ministers involve in coordination with the concerned bodies.
Follow up Departement
Supports the work of General – Secretariat in the field of its competencies determined by the Emiri Decree for the organizational structure for the General Secretariat Of The Council of Ministers No 32 for the year 2014 as follows :
  • Follow up the achievements of subjects received by the General-Secretariat from concerned administrative units .
  • Preparing monthly reports about subjects registered in the Secretariat General and not yet fulfilled.
  • preparing periodical follow up reports on the subjects dealing with the activities and achievements of the General-Secretariat.
  • Follow up subjects which are submitted to the Government bodies and what has been done related to them .
  • Follow up the results of permanent or temporary committees formed by the decision of Council and prepare the needful reports.
  • Follow up the resolution and directives issued by the Council to the government bodies and make sure of its execution and report on them .
Administrative & Financial Affairs Department
Supports the work of General – Secretariat in the field of its competencies determined by the Emiri Decree for the organizational structure for the General Secretariat Of The Council of Ministers No 32 for the year 2014 as follows :
  • To execute financial and administrative laws, bylaws and regulations related to Secretariat General .
  • To identify the positions and employees of General-Secretariat in coordination with different administrative units
  • To execute the employees’ performance evaluation procedures, to recruit, transfer, delegation and secondment procedures and to study employees entitlement of vacations according to the law.
  • To identify the training needs for the employees of the Secretariat General in coordination with different administrative units , follow up the execution and evaluate the extend of its benefit .
  • To set and update databases related to the affairs of employees of the Secretariat General .
  • To prepare studies related to the working framework of the General-Secretariat and provide necessary suggestions to develop the administrative organization in it.

  • To prepare the annual budget project of the General-Secretariat and its final accounting in coordination with the concerned administrative units.

  • To undertake purchases, lends and bids according to laws and regulations applied in the State.
  • To prepare financial documents and other financial transactions .
  • To supervise executions of funds, accounts auditing, revenues and expenditures.
  • To receive, classify and register the outgoing and incoming posts.
  • To organize the archives of the General-Secretariat and save documents according to the latest methods. To prepare spending documents and all different financial deals.
  • To handle the needful procedures to assign governmental accommodation and entitlement of furniture allowances for the General-Secretariat employees in coordination with the competent authority.
  • To undertake all administrative service works. To supervise the stores of the General-Secretariat.
