Cabinet Holds Weekly Meeting

5/6/2026

HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, chaired the weekly Cabinet meeting held today at the Amiri Diwan.

Following the meeting, HE Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, stated that at the outset of the meeting, the Cabinet commended the outcomes of the working visit by HH Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, to the Hellenic Republic.

The Cabinet affirmed that HH The Amir’s talks during the visit with HE Kyriakos Mitsotakis, Prime Minister of the Hellenic Republic, and the Memorandum of Understanding signed in this context, marked an important milestone in the long-standing relations between the two countries, and opened promising prospects for advancing bilateral cooperation and expanding their successful investment partnership.

As part of the session’s proceedings, the Cabinet reviewed the topics on its agenda. It noted the Shura Council’s approval of a draft law regulating the use of unmanned aerial vehicles (UAVs).

The draft law aims to establish a legal framework regulating the uses of UAVs and all related activities, with a view to ensuring the safety and security of air navigation, promoting innovation and investment, and defining the roles and responsibilities of the relevant entities in this regard.

The Cabinet also noted the Shura Council’s approval of a draft law promulgating the Unified System (Law) on Voluntary Work of the GCC States.

The draft law aims to promote social responsibility, foster a culture of volunteerism, and regulate voluntary work on clear institutional foundations that ensure the free practice of voluntary work, safeguard the rights of volunteers and host entities, and define the responsibilities of each party, in a manner that achieves sustainable social impact. This is in line with the social pillar of Qatar National Vision 2030 and the objectives of the Third National Development Strategy (2024–2030), aimed at strengthening social cohesion and raising volunteer work rates.

The Cabinet also approved a draft law on electronic invoicing and its implementing regulations.

The draft law, prepared by the Ministry of Finance in coordination with the General Tax Authority, aims to establish the legal framework for issuing electronic invoices and notifications, enhance transparency, keep pace with digital transformation in this field, and provide reliable databases for regulatory and oversight purposes.

The Cabinet decided to approve a draft decision by the Minister of State for Energy Affairs extending the reconciliation deadline stipulated in Law No. (23) of 2025 on Water.

Concluding its meeting, the Cabinet reviewed a report on the outcomes of participation in the High-Level Arab Conference on the Implementation of the Doha Political Declaration of the Second World Summit for Social Development, as well as the 45th Ordinary Session of the Council of Arab Ministers of Social Affairs, held in the Hashemite Kingdom of Jordan in December 2025, and took the appropriate decision thereon.
