HE Sheikh Saoud bin Abdulrahman bin Hassan Al Thani, Deputy Prime Minister and Minister of State for Defence Affairs, chaired the weekly Cabinet meeting held today at the Amiri Diwan.
Following the meeting, HE Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, said that the Cabinet began its session by extending sincere congratulations and best wishes to His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, on the occasion of the holy month of Ramadan, praying to Allah Almighty to grant HH the Amir continued health and wellbeing, and to bless the State of Qatar, its people, and residents with continued progress and prosperity under HH the Amir’s wise leadership, and the Arab and Islamic nations with security, peace and stability.
The Cabinet also praised HH the Amir for honouring the winners of the 19th Qatar Education Excellence Award and patronising the award ceremony, reflecting HH the Amir’s continued commitment to promoting education, supporting scientific excellence, and advancing human development as a national and strategic priority and a key pillar of Qatar National Vision 2030 and the Third National Development Strategy 2024–2030.
The Cabinet further congratulated the ministries and government entities that received the Government Excellence Award in its second edition, commending their distinguished performance, which reflects continued efforts to enhance institutional efficiency and improve the quality of government services.
As part of the session’s proceedings, the Cabinet approved a draft Cabinet decision amending the organisational structure of certain administrative units comprising the Ministry of Finance and defining their competencies. The decision aims to strengthen the institutional and regulatory framework for managing government assets by assigning the responsibility for developing related policies, governance frameworks, and operating models – and for overseeing their implementation – to the Government Procurement Regulatory Department at the Ministry of Finance. This is in line with the Ministry’s strategy to enhance financial sustainability and support the objectives of the Third National Development Strategy.
The Cabinet also approved a draft Cabinet decision amending select provisions of Cabinet Resolution No. (36) of 2014 on establishing the National Committee for the Customs Clearance System (Single Window). The amendment, prepared by the Ministry of Finance in coordination with the General Authority of Customs, aims to enhance the Committee’s role and enable it to carry out its mandate in accordance with best practices.
The Cabinet went on to approve a draft agreement between the State of Qatar and the United Nations concerning arrangements for the World Investment Forum 2026 in Doha; a draft agreement between the State of Qatar and the United Republic of Tanzania for the avoidance of double taxation and the prevention of tax evasion with respect to income taxes; and a draft agreement between the State of Qatar and the Republic of Namibia for the avoidance of double taxation and the prevention of tax evasion with respect to income taxes.
Concluding its meeting, the Cabinet reviewed four reports and took the appropriate decisions thereon. These included the annual report on the activities of the State Litigation Affairs Sector for 2025; the annual report on the activities of Qatar Development Bank for 2025; a report and protocol on the outcomes of hosting the third session of the Joint Turkmen-Qatari Commission on Trade and Economic Cooperation (Doha – November 2025); and a report and protocol on the outcomes of hosting the fourth session of the Joint Economic and Trade Committee between the State of Qatar and the Republic of Azerbaijan (Doha – November 2025).
